Arcane Impact 3/3 (+6% Arcane crit) and Arcane Subtlety 2/2 (15 less resistance on the target, 30% less threat) make the Blast stacks hit; Arcane Meditation 3/3 keeps 50% of your mana regeneration going while you cast, so the stacks don't drain you. Missile Barrage gives a free, fast Arcane Missiles after Arcane Blast (40% chance), and Presence of Mind with the 21st point makes the next spell instant, which later pairs with Arcane Power.
