Blizzard is weighing an earlier unlock level for dual spec

In short: In the beta you get dual spec at level 40 for now, and Blizzard is discussing whether it should come earlier.

Details

On the third podcast episode, the designers talked about whether tanks should need their own talent build for dungeons. Josh Greenfield said dual spec turns on at level 40 for now, that the team is discussing the right level, and half-jokingly floated level thirty. Nothing is decided. An earlier unlock would let you keep a second build for dungeons, such as a tank build, next to the one you quest with.

Likely affected Our reading

  • All classesChangeYou may get a second talent build before level 40, useful for a dungeon role you don't level in.

In short: An official video on leveling shows added quests in every race's starting area, weapon quests for each class, new pets and 9 more dungeons.

On the travel route between the Wetlands and Darkshore, a new stop lets you get off in Hillsbrad.

  • All classesNewEach class gets weapon quests of its own; Forsaken Paladins also get story quests on how they came to be.

Datamined beta build changes: Penance costs more, Warrior off-hand talents reworked

In short: A datamine of the newest beta build lists talent and spell changes for each class; it is raw game data, so treat it as a preview until Blizzard confirms it.

Details

Penance now costs more mana, 150 instead of 100 at rank 1, and deals less damage and healing. The Warrior talent that widened Battle Shout and Demoralizing Shout now covers every Shout and also cuts their Rage cost by up to 25%; a talent that raised maximum Rage by 30 is gone, and the off-hand talent swaps its hit bonus for more off-hand damage and Rage. Druids get Natural Instinct in place of Predatory Instincts, and Bear Form now forfeits the Energy you would get back on returning to Cat Form and stops it building. Low ranks of Wrath, Fireball, Frostbolt, Smite, Lightning Bolt and Shadow Bolt get new damage ranges, some higher and some lower.

Likely affected Our reading

  • DruidChangeNatural Instinct adds healing from 25% of Intellect; Bear Form forfeits the Energy kept for Cat Form and stops it building.
  • HunterChangeTalent tooltips and proc data change, among them Wing Clip's immobilize talent and a Mongoose Bite chance on marked targets.
  • MageChangeLow ranks of Arcane Missiles, Fireball and Frostbolt get new damage ranges, some higher and some lower.
  • PaladinNerfThe talent that gives extra attacks after a block or a crit taken can now trigger at most once per 1.5 sec.
  • PriestNerfPenance costs more mana, 150 instead of 100 at rank 1, and deals less damage and healing; low Smite ranks hit for less.
  • RogueChangeExpose Armor keeps its armor values; only the aura type behind it changes in the game data.
  • ShamanChangeLightning Bolt rank 2 drops to 26 to 29 damage, while its highest rank listed rises to 79 to 90.
  • WarlockChangeShadow Bolt rank 2 drops to 22 to 27 damage, while rank 4 rises to 58 to 66.
  • WarriorChangeShouts cost up to 25% less Rage; the off-hand talent adds damage and Rage instead of hit; a +30 max Rage talent is removed.

New beta build: more dungeon XP, Rage fixes for Warriors and Druids, City of Dalaran

In short: This beta build opens the City of Dalaran dungeon, raises XP from dungeon kills by about 20% and fixes several bugs that cut the Rage you get from taking damage.

Details

Party XP now follows the Classic Era rule: each player's share depends on their own level, not on the highest level in the group, and Blizzard expects the two XP changes together to speed up dungeon leveling a lot. Rage from damage taken no longer drops as you add Stamina gear, now counts crits and crushing blows, ignores absorbs, and is tuned for 20% to 40% armor instead of 50%. All beta characters get the full 16 Legacy Points, the Cooldown Manager now covers every class, racials and trinkets, and crits in PvP are no longer weakened. Known issues include broken icons in the Professions window and a pet crit display bug for Hunters with Ferocity.

Likely affected Our reading

  • DruidChangeBear forms get a 50% threat bonus (was 30%), crits give 100% more Rage (was 75%), Thorns is weaker; Natural Instinct adds healing.
  • WarriorChangeMore Rage from damage taken after several fixes; Deep Wounds is needed for Impale again; Last Stand gives the right health.
  • HunterFixDisengage now sheds twice the threat as intended; several talent procs are fixed; Expose Prey lasts 10 sec.
  • MageChangeLow ranks of Frostbolt, Fireball and Arcane Missiles are retuned so each rank is an upgrade; Impact no longer procs off Flamestrike ticks.
  • PaladinNerfRetribution Aura base damage drops by about 33% and its spell power ratio to 6%; Reckoning gets a 1.5 sec cooldown.
  • PriestChangePenance deals and heals less and costs 50% more mana at rank 1, but heals more at ranks 2 and 4; low Smite and Heal ranks retuned.
  • RogueFixA Rogue quest gets map markers.
  • ShamanChangeLow Lightning Bolt ranks are retuned; Fire Nova no longer wastes Elemental Focus; Water Shield's tooltip is fixed.
  • WarlockChangeLow Shadow Bolt ranks are retuned; your current pet is stunned while you summon a new one.

Truthseeker's Bow from the library books quest now needs level 40

In short: The bow from the 25-book library turn-in can no longer be worn at level 30; it now needs level 40, in line with the quest's two other rewards.

Details

Until this build it was the only choice from that turn-in you could use at level 30. Blizzard's notes for the build call level 40 the correct requirement for it. Wowhead notes that every library reward so far has needed changes: the necklaces are now Uncommon rather than Rare, while the rings lost item level and their class limit and gained a quest level.

Likely affected Our reading

  • HunterNerfTruthseeker's Bow now needs level 40, so you can't equip it at level 30 any more.

How PvP progress works: Honor buys gear, ranks unlock the epic upgrades

In short: Honor is a currency for PvP gear, Rank Points move you up the old ranks to High Warlord or Grand Marshal with a weekly cap, and each season adds weekly tasks.

Details

Honor comes from kills, battlegrounds and PvP quests; Rank Points come from battlegrounds and PvP quests, and holiday-week battlegrounds give more of both. Honor rates are now closer across maps, so Alterac Valley is no longer the obvious choice. Honor buys a blue set; each epic piece is an upgrade of the blue one using an Emboldened Seal, and seals unlock by rank, from bracers and belt at rank 8 to weapons at rank 14. Specs that lacked PvP gear get it, such as Shaman healer, melee and caster sets, and the PvP tab of your character pane shows your rank and what you can buy.

Likely affected Our reading

  • All classesChangePvP gear comes from Honor plus seals locked by rank; Shaman gain healer, melee and caster PvP sets.

Library books: a 25-book turn-in now opens at level 30

In short: Beta players at level 30 can hand in 25 library books for a new reward, and one choice, Truthseeker's Bow, can already be equipped at that level.

Details

Library books are spread across Azeroth and go to your faction's librarian: Garion Wendell in the Stormwind Mage Tower, or Owen Thadd in the Undercity Magic Quarter. Earlier turn-ins take 10 and 20 books. The 25-book quest offers a bow, a crest or a night light; the other two need level 40, so Wowhead thinks the bow may get a level lock too.

Likely affected Our reading

  • HunterNewTruthseeker's Bow from the 25-book quest can be worn at level 30, though it may get a level lock later.

Field Researcher's Loop from the 20-book library quest is no longer Rogue-only

In short: Any class can now pick Field Researcher's Loop, one of two rings from the quest for handing in 20 library books; it used to be for Rogues only.

Details

Library books found around the world unlock quests, and 20 of them open the Greater Friend of the Library quest, with a choice of two rings. One of them, Field Researcher's Loop, was limited to Rogues and is now open to every class. A Wowhead reader shared which books an Alliance player can collect to reach 20, and with the level cap now at 30 some of them should be easier to get.

Datamined talent and spell changes for most classes in a new beta build

In short: A datamine of the build lists talent and spell tooltip changes for most classes; it is raw game data, so treat it as a preview until Blizzard's notes confirm it.

Details

Moonkin Form now raises party crit by 3%, not stacking with Leader of the Pack, and Druids get Shifting Power, which turns mana into 40 Energy. One Hunter shot now lets the 3 shots after it reach 10 yards farther, and its own range goes up to 45 yd. The Fire talent Hot Streak is renamed Heating Up, Holy Shield's block bonus rises to 30% from 20%, and Disease Cleansing Totem lasts 300 sec instead of 120. Some Warrior lines don't match Blizzard's notes for the same build: the datamine still shows Unbridled Wrath giving more Rage with two-handed weapons.

Legacy System explained: account-wide points that buy perks for each character

In short: Blizzard's guide to the Legacy System: finishing challenges earns points shared across your account, and each character spends them on its own perks.

Details

Most players unlock it when a first character hits level 25. There are sixty-five challenges in six groups: classes, professions, PvP, adventure, dungeons and raids. Each character can spend up to 16 points at launch in three trees, Professions, Adventure and Resourcefulness, on perks such as cheaper vendors, more rested experience or unlocking talents 5 levels sooner. One character alone can earn up to 29 points, so alts are optional; points also unlock four rewards (a toy rifle, a bear cub pet, a tabard and a mount), and Hardcore will get 12 challenges of its own.
